The Agency Board

The Board of the Agency was established in April 2004 and currently consists of 6 members as follows:

Mr Alistair Joynes (Chairman)
Mr Alistair Joynes MCIPD lives in Portadown.  He is the Managing Partner of a Business and HR Consultancy and has been an Arbitrator with the Labour Relations Agency since 2011.  He was formerly a Governor of Upper Bann Institute of Further & Higher Education and also a Board Member of the Northern Ireland Housing Executive.  Until his appointment as Chair of NIMDTA, Mr Joynes was a Non-Executive Director of the Southern Health & Social Care Trust since its establishment on 1 April 2007.  Mr Joynes brings to his role as Chair of NIMDTA his extensive experience in Governance, Risk Management and the delivery of transformational change programmes.  As part of his previous appointment with the Southern Trust, he was Chair of both the Audit Committee and the Strategic Communications Group.
Mr Deane Morrice
Deane graduated from Robert Gordon’s University, Aberdeen, with a Diploma in Commerce (with Credit) in Business Administration. He trained for his ACCA (Association of Chartered Certified Accountants) accountancy qualification at Aberdeen and Edinburgh Councils (gaining first place in Scotland for his final exams) and held senior audit and accountancy posts at Lothian Region and Falkirk District Council before moving to Scottish Gas as Development Manager in 1980. He was appointed the Deputy Secretary of NILGOSC – the Northern Ireland Local Government Officers’ Superannuation Committee – the administering authority of the local government pension scheme in Northern Ireland – in October 1982 and was its Chief Executive and Secretary from July 1999 until his retirement on 31 October 2011.

He chaired the Steering Committee, which set up the National Association of Pension Funds (NAPF) Group in Northern Ireland and become its founder Chairman 1996/99. He played a leading part in ACCA, having been President of the Ulster Members Network 2002/04, President of ACCA Ireland 2007/08, the Northern Ireland Representative on the ACCA International Assembly 2006/08 and has been an ACCA Ambassador since 2009.

He was the Chair of the Charity Advisory Committee of the £30m Northern Ireland Central Investment Fund for Charities run by the Department of Social Development from 2010/2014 having served 6 years as a Committee Member 2004/2010.

He has been a Board member of Queen’s University Investment Committee since 1 January 2011 and plays his part in providing advice to the Planning and Finance Committee on the investment of the general University & Trust Funds. He is an independent member of the Audit Committee of the Northern Ireland Housing Executive having been appointed on 1 October 2011.

He has been a Board member of the Northern Ireland Medical and Dental Training Agency (NIMDTA) since 27 July 2011 and is also Chair of the NIMDTA Audit Committee. His second term of appointment ends on 27 July 2017.

He was awarded the MBE in the Queen’s Birthday Honours for services to Local Government in Northern Ireland in June 2009.

Mr Lee Wilson
Mr Lee Wilson lives in Lurgan.  Until November 2008 he had been employed for over twenty years as an Assistant Accountant with the former Craigavon and Banbridge Community Trust in a range of managerial roles.  He is currently: appointed by the Department of Enterprise Trade & Investment (DETI) as a Board member of the General Consumer Council for NI; Member of the Local Advisory Committee of the Patient and Client Council for the Southern Area; a part time postgraduate student at QUB studying Social and Community Development; and a volunteer with the NI Chest, Heart and Stroke Association.
Mr Derek Maguire
Mr Derek Maguire lives in Dungannon. He qualified from Queen’s University Belfast with a Bachelor of Dental Surgery in 1987. He has worked in General Dental Practice ever since and has been the Principal of a general dental practice in Portadown for over 27 years. He currently owns seven dental practices across Northern Ireland.

He has previous experience as a Trainer in both Vocational Training and General Practice Training on several occasions.

As well as his roles in General Dental Practice he is a part-time Dental Advisor in the Health and Social Care Board and is currently Chairman of the Dental Committee.

Dr Janet Little
Dr Little has over 25 years’ experience working as a consultant in public health and at senior management team level as Assistant Director in the Public Health Agency (PHA) for 7 years.

She is a medical graduate of Queens University Belfast and completed speciality training in public health, obtaining a Master’s degree from Edinburgh University. She has a population perspective, experience in critical appraisal, data analysis and interpretation of information and knowledge of systems.

She has worked in a number of service areas including the centralisation of inpatient fracture services, the roll out of regional plans for local delivery of renal dialysis, promoting organ donation and the introduction of complex specialist drug regimes. Her contribution to the health service in Northern Ireland was recognised by the awarding of the OBE in the Queen’s Birthday honours in 2013.

During her tenure at the PHA she was responsible for the delivery and quality assurance of screening services and the introduction of bowel cancer screening, abdominal aortic aneurysm screening, additional bloodspot tests and digital mammography.
She has been involved with the training of junior doctors throughout her career.

Mr Garry McKenna
Mr Garry McKenna is a career Civil Servant with almost 38 year’s service, primarily in the Departments of Agriculture, Environment, Regional Development and Infrastructure. At present Mr McKenna is Head of Transport Legislation for the Department for Infrastructure and leads the Rail Safety Authority for Northern Ireland. Mr McKenna serves as a Lay Magistrate, as a Lay Member of the Rates and Valuation Tribunal and was a Member of the Council Of the Pharmaceutical Society for NI, from 2012-2016, serving as Vice President and President for a period.
